Sir,

I have the honour to inform you that I have under

consideration certain adjustments in the salaries of Chinese

Medical Officers employed by the Medical Department. Without

some improvement in their prospects, this Government is in

real danger of losing the services of some of the most

experienced and best trained men in this class. I am aware

that my proposals will, in effect, reduce the interval

between the salary scales of European Medical Officers and

those of the more highly qualified Chinese Medical Officers,

but I am satisfied that it remains more economical to retain

the services of the latter at slightly higher rates than to

replace them with European Officers.

The present scale of salary for Asiatic Medical and

Health Officers is $4,500 to $7,500 by annual increments of $300, with an exception in the case of Dr. Yeo, Chinese Health

Officer, who was recruited in the United Kingdom and is on a

special scale of $5,700 to $8,400 by annual increments of

$300, as set out under Head 22 of the printed copy of the 1938

Estimates.

My first suggestion is that Medical or Health

Officers appointed as first or second assistants to a

University Unit should be allowed to count such service as

seniority, as far as salary is concerned, if they

subsequently join the Medical Department of the Government
